Laurent Saint‑Cyr Becomes Sixth Leader Since Moïse’s Assassination (Tradiksyon Kreyòl anba a)

On August 7, 2025, businessman Laurent Saint‑Cyr was sworn in as chair of the Transitional Presidential Council. He is the latest figure to take on the role of head of state in Haiti, a country still reeling from the assassination of President Jovenel Moïse on July 7, 2021.

In the four years since Moïse was killed, Haiti has gone through a rotating door of interim leaders, all trying to fill a role that has been stripped of stability, trust, and, in many ways, constitutional clarity. Saint-Cyr now becomes the latest figure to assume head-of-state responsibilities in some form, either as acting prime minister, interim leader, or council chair. Alongside him, Dr. Garry Conille currently serves as interim prime minister, holding the reins of government administration during this complex period.

Immediately following Moïse’s death, Claude Joseph stepped in as acting prime minister and temporarily oversaw the government through the Council of Ministers. Joseph, though never elected or sworn in officially as president, functioned as the country’s top leader during a chaotic and uncertain time.

Shortly after, Ariel Henry, who had been tapped by Moïse just before his death, was recognized by the international community and assumed the role of prime minister on July 20, 2021. He held power for nearly three years, serving as both head of government and, by default, head of state, until his resignation in April 2024.

Following Henry’s resignation, Michel Patrick Boisvert, a finance official, temporarily stepped in to oversee the government’s day-to-day affairs while Haiti scrambled to assemble a transitional council. Then in May 2024, Dr. Garry Conille was named interim prime minister and formally assumed office on June 3, 2024. A former prime minister under President Michel Martelly, Conille returned to lead a fragile administration while security forces and institutions remained under siege by gang violence and public distrust.

In April 2024, the Transitional Presidential Council was also formally installed. Composed of nine members with rotating leadership, it was designed to act as the collective head of state until elections could be organized. The first to serve as chair was Edgard Leblanc Fils, followed by Leslie Voltaire, and now, Laurent Saint‑Cyr.

Each of these individuals stepped into a position that holds little permanence and even less clarity. Since Moïse’s death, the country has seen multiple leadership structures, each inheriting an increasingly unstable nation plagued by gang control, crumbling infrastructure, and economic collapse.

Laurent Saint‑Cyr’s appointment comes with immense pressure. His swearing-in at the Villa d’Accueil in Port-au-Prince was reportedly threatened by gang violence, and he used the opportunity to call on Haiti’s international allies for more direct support, especially with training and deployment of security forces.

Haiti is once again in transition. But what sets this one apart is just how many transitions have already taken place. With the 2026 elections on the horizon, the question remains whether Saint‑Cyr will be the last in this long line of interim heads or simply the latest placeholder in a nation still searching for stability.
